She said that as part of the process, 68 children between the ages of two and four have been evaluated to determine if they were victims of violence or abuse.
She mentioned that the first case was reported a few weeks ago, for which Rosa Iveth V. G., an educational assistant at the daycare center, was indicted under criminal case 1245/25 for the crime of sexual abuse to the detriment of a three year old girl.
Spanish version
The spokeswoman of the corporation informed that the investigated facts occurred between September 2024 and February 28, 2025.
Also that a judge determined a period of investigation of four months, although the accused will remain in preventive prison for at least one year in the Social Reinsertion Center (CERESO) of this border.
Complaints
This Tuesday morning, mothers and fathers of affected families formed a front to demand transparency in the investigations, as well as presented a position outside the facilities of the daycare center.
Some of them have open files before the State Attorney General’s Office, while others have joined in solidarity and protest.
One of the mothers pointed out that they created the “Colores de Justicia” front, made up of mothers and fathers affected by the situation at the daycare center.

She stated that the case became known on March 5, when the Mexican Institute of Social Security (IMSS) called for an informative meeting, where they were notified about the detention of a teacher, accused of sexual abuse against a minor on February 27.
The director of the day care center activated the “Antennas Protocol” until February 28. However, parents complained that they were not informed until days later, allowing several minors to continue attending the center.
“The problem is that mothers and fathers are not made aware of this until March 5. The weekend had already passed. There are mothers and fathers who need the services of the daycare because of their jobs and did not have this weekend to be able to manage not to take their children to the daycare,” she said.
Health obstacles
Pointed out that, after receiving the news, the facilities closed without providing support to the families, leaving everyone to deal with the situation on their own.
She also emphasized that it is not only a matter of trusting institutions, but also of demanding safe spaces for children, and therefore proposed that daycare centers implement effective prevention protocols and educational programs so that mothers and fathers can recognize signs of abuse.
Also denounced institutional violence in the process of assessing minors, as they have spent hours waiting without receiving immediate attention.
The mother of the family also criticized the response of the health authorities, since, despite the urgency of the cases, essential medical examinations to determine possible infections resulting from the abuses have been delayed.

She said that many families have chosen not to relocate their children to other daycare centers for fear of a repetition of these events, and demanded real preventive measures, not only sanctions for those responsible.
“We still do not have an estimated figure, we are still counting. The worrying thing here is that every day we continue to receive messages from new people, mothers and fathers who are users of the daycare center,” he added.
She mentioned that they are requesting that the authorities of the three levels of government commit themselves to clarify the case and prevent similar situations from being repeated in other daycare centers.
“We have no peace of mind, we are anxious, we are worried. There are mothers and fathers who are deeply depressed who are the ones who have not even been able to verbalize their situation and well, it is regrettable,” he said.
She also indicated that the collective has requested meetings with state and federal authorities to demand audits of all daycare centers subrogated by the IMSS.
They also demanded improvements in the protocols for action and communication in the event of possible incidents of child violence.
IMSS suspends daycare center
Through a press release, the Mexican Social Security Institute (IMSS) in Chihuahua informed about an ongoing criminal proceeding against personnel of a daycare center in Ciudad Juarez, related to alleged cases of sexual abuse, aggravated rape and child abuse.
In view of the situation, the Chihuahua Institute for Integral Child Development (Instituto Chihuahuense de Desarrollo Integral Infantil) temporarily suspended the day care center’s operating license while investigations are underway.

IMSS also assured that it is working on the relocation of the affected minors to guarantee the continuity of the service.
Due to the confidentiality of the process, the institution refrained from giving further details, but reiterated its commitment to collaborate with the authorities to protect the best interests of children.
