Migrant kidnappings increase fivefold in Ciudad Juarez; 169 in almost 3 years

In the course of 2 years 9 months, the number of migrant victims of kidnapping in Ciudad Juarez surpassed up to five times the number of crimes registered for the same reason during the previous five years.

According to data from the State Attorney General’s Office provided to Circuito Frontera through Transparencia, from January 2016 to December 2021, 40 cases of migrant people victims of kidnapping were registered.


While from January 2021 to October 9 of this year 2023, the number of people on the move who were kidnapped at this border increased to 169.

During 2021, 12 kidnappings were recorded; in 2022 the figure increased to 40, while in 2023, up to the first ten days of October, 117 migrants were kidnapped.

The figures provided by state authorities indicate a significant increase in the incidence of kidnappings, generating growing concern in the community and among security authorities.

The response submitted by Transparencia indicated that of the total number of kidnappings, 98 were men and 51 were women, as well as 146 of the cases were extortive kidnappings, 18 were hostage kidnappings and 5 with the intent to cause harm.

The nationalities of the victims were: Ecuador, Guatemala, Honduras, Mexico, El Salvador, Brazil, China, Colombia, Cuba, Nicaragua and Venezuela.

Regarding this issue, last Tuesday, the State Attorney General, Carlos Manuel Salas, indicated that this is a complicated crime to follow up, including human trafficking, since most of the victims do not file a complaint and if they do, they do not follow up on it.

At a press conference, the official stated that in recent days they arrested members of a criminal network operating in the city where crimes not only involve illegal deprivation of liberty, but also the processing of illicit substances and human trafficking.

He noted that the perpetrators took the victims to a specific location, where they subjected them to torture in order to obtain information. This modus operandi had become a dangerous routine, with some individuals being held for several days.

La contaminación por E. Coli en el lago del Parque Central no solo afecta a los seres humanos, sino también a los animales, lo cual plantea riesgos significativos para la salud pública, declaró el doctor Alonso Ríos Delgado, presidente del Colegio Médico de Ciudad Juárez.

«Si usted ha pasado por ahí alguna vez o ha tenido la oportunidad de ir por esos lados verán que es un lago o podrían haber apreciado que está pestilente el agua y esto pues denota que es un agua contaminada, un agua que es un caldo de bacterias y que en su momento pues puede ser perjudicial», señaló.

Explicó que la E. coli es una bacteria que, en condiciones normales, puede causar daños tanto a los seres humanos como a los animales y en particular a los patos presentes, los cuales podrían estar en riesgo.

Dijo que a pesar de que se requiere de un médico veterinario para evaluar el riesgo en animales, a los seres humanos les afecta al tener contacto con el agua. 

Destacó que, especialmente durante las temporadas de calor, las familias suelen pasear cerca del lago, así como la evaporación del agua, mezclada con la presencia de E. coli puede generar situaciones infecciosas que afectan a las personas que conviven en las proximidades del lago.

Indicó que el contacto con el agua contaminada, ya sea directo o a través de la evaporación, plantea riesgos para la salud de las personas, por lo que advirtió sobre la posibilidad de infecciones gastrointestinales o de la piel.

Alonso Ríos Delgado recalcó que las bacterias, como la E. coli, pueden ser más agresivas en el agua estancada, como ocurre en el caso del lago en el Parque Central.

El presidente del Colegio de Médicos dijo que entre las enfermedades que podrían propagarse se encuentran infecciones del tracto urinario, gastrointestinales y posibles infecciones en la piel.

La E. coli, según el presidente del Colegio de Médicos, está más vinculada a infecciones del tracto urinario y digestivo, aunque no descartó la posibilidad de que otras bacterias también estén presentes en estas aguas estancadas.

Ríos Delgado hizo hincapié en que las bacterias pueden ser más agresivas en el agua que en otros entornos, aumentando el riesgo de infecciones, por lo que hizo una recomendación no solo a la población en general, sino también al gobierno, instándolos a prestar atención y tomar medidas para tratar las aguas estancadas del Parque Central.

Viajan cientos de migrantes hacia Ciudad Juárez

Cientos de migrantes, algunos a bordo del tren y otros caminando, fueron captados dirigiéndose hacia Ciudad Juárez a lo largo de la carretera, incluso hubo quienes solicitaron apoyo a los automovilistas que pasan por la zona.

Trascendió que esta situación se desencadenó después de que el tren en el que viajaban detuviera su marcha, llevando a que algunos migrantes bajaran y continuaran su trayecto a pie, mientras otros permanecen a bordo del tren, aún en espera de llegar a esta ciudad fronteriza.

Asimismo, este miércoles salieron 150 migrantes que se encontraban refugiados en Ciudad Jiménez con rumbo a Ciudad Juárez, con el propósito de ingresar a Estados Unidos, dio a conocer el alcalde de ese municipio, Marcos Chávez.

Dijo que se trata de migrantes procedentes en su mayoría de Venezuela, Guatemala, Haití, Colombia y Ecuador, quienes tienen alrededor de 2 meses caminando y viajando en tren desde que salieron de su lugar de origen.

Mientras que durante la noche de este miércoles, alrededor de 100 migrantes que se encontraban formados en la zona del bordo, a la altura de la Puerta 36 fueron retirados por elementos de la Guardia Nacional hacia México.

Las personas migrantes fueron regresados por el Río Bravo, sin embargo, optaron por quedarse en la orilla y prendieron fuego con ramas y basura que había en el lugar para calentarse y enfrentar el frío de la noche.

Cabe resaltar que entre el 18 y el 22 de diciembre, la Oficina de Operaciones de Campo de la Aduana y Protección Fronteriza (CBP, por sus siglas en inglés) realizó el cierre de operaciones en los cruces ferroviarios de Eagle Pass y El Paso, como una medida para evitar la llegada masiva de migrantes por esta vía.

En las redes sociales, algunos conductores en la carretera reportaron la necesidad de reducir la velocidad debido a la presencia de migrantes en movimiento.

En tanto que el presidente municipal, Cruz Pérez Cuéllar, dio a conocer en días pasados que existen espacios disponibles en todos los albergues de la ciudad para recibir a los migrantes, ya que se había registrado una disminución en el flujo de personas en movilidad.

Sin embargo, comentó que algunos migrantes, a pesar de llegar a Ciudad Juárez, han optado por no utilizar los albergues y se dirigen directamente al bordo fronterizo con la vecina ciudad de El Paso, donde desde hace semanas se han visto campamentos.

Esta situación persiste a pesar de que la mayoría de los migrantes son retornados a sus lugares de origen, ya que son deportados bajo el Título 8 de la Ley Migratoria de Estados Unidos, luego de que se cancelara la medida del Título 42 desde el pasado mayo.

Asimismo, tan solo hace unos días, personal de la Policía Municipal informó que intensificaron los operativos, en coordinación con agentes del Instituto Nacional de Migración (INM) en la zona del bordo, con el fin de retirar de la zona a las personas migrantes e impedir que sigan acampando.

Also, this Wednesday, 150 migrants who were refugees in Ciudad Jimenez left on their way to Ciudad Juarez, with the purpose of entering the United States, said the mayor of that municipality, Marcos Chavez.

He said that these are migrants coming mostly from Venezuela, Guatemala, Haiti, Colombia and Ecuador, who have been walking and traveling by train for about 2 months since they left their place of origin.

During the night of Wednesday, about 100 migrants who were formed in the area of the border, at the height of Gate 36, were removed by elements of the National Guard to Mexico.

The migrants were returned by the Rio Bravo, however, they chose to stay on the shore and set fire with branches and garbage that was in the place to warm up and face the cold of the night.

It is worth noting that between December 18 and 22, the Customs and Border Protection (CBP) Office of Field Operations closed operations at the Eagle Pass and El Paso railroad crossings, as a measure to prevent the massive arrival of migrants through this route.

On social networks, some drivers on the highway reported the need to reduce speed due to the presence of migrants on the move.

Meanwhile, the municipal president, Cruz Perez Cuellar, announced in recent days that there are spaces available in all the shelters in the city to receive migrants, since there had been a decrease in the flow of people on the move.

However, he commented that some migrants, despite arriving in Ciudad Juarez, have opted not to use the shelters and go directly to the border with the neighboring city of El Paso, where for weeks there have been camps.

This situation persists despite the fact that most of the migrants are returned to their places of origin, since they are deported under Title 8 of the U.S. Immigration Law, after the Title 42 measure was cancelled last May.

Also, just a few days ago, Municipal Police personnel reported that they intensified operations, in coordination with agents of the National Migration Institute (INM) in the area of the boardwalk, in order to remove migrants from the area and prevent them from continuing to camp.

The Christmas season was felt in Ciudad Juarez and with it, the anticipation and preparations for the traditional Christmas Eve dinners, where some border families spent up to five thousand pesos.

Circuito Frontera went to some supermarkets to ask Juarez families what they would prepare for Christmas dinner, after a small survey some commented that the cost of the ingredients was high, however, the value of being excited with their loved ones is priceless.

Margarita Zárate, originally from Veracruz but rooted in Ciudad Juárez for 26 years, shared with her family a culinary tradition rich in flavors and family ties. With her husband, children, parents and siblings, they organized a Christmas dinner that included pork roast, cold soup, green sauce and a bonbon salad for dessert.

Although the cost of this celebration reached five thousand pesos, for Margarita, the emotional value of sharing these delicacies with her loved ones is priceless.

In the tour we observed that supermarkets in the city began to show their display of special offers and promotions for the Christmas season since two weeks ago, from the kilo of chicken at 22.99 pesos to the smoked turkey at 99.99 pesos or the kilo of dough for tamales at 14.99 pesos, while the sheet of tamales has a cost of 9.99 pesos, facilitating the preparation of traditional dishes.

But there were also those who prepared meals that did not exceed 2,000 pesos, as was the case of Raquel Santillán, a native of Ciudad Juárez, who together with her husband and 4-year-old daughter, planned a more modest but equally special Christmas dinner.

She said that the main dish consisted of chicken, mashed potatoes, cabbage salad and a cake for dessert, in which she spent around 1,500 pesos for the most awaited night of the year, as well as searching for the most affordable prices in local supermarkets to fit her budget.

The shopping list for these celebrations includes various items, from a pasta with a price range between 8 and 23 pesos, to pork leg with bone at 43 pesos a kilo, while jalapeño peppers and tomato contributed to create a Mexican dish for Christmas dinner.

Anel Rodriguez said she shared Christmas with five members of her family, as well as her choice for dinner was smoked leg, spaghetti and mashed potatoes as main dishes, as well as her dinner budget was also 1,500 pesos.

The advertising display in the supermarkets and the variety of options available have generated expectations and enthusiasm in the Juarense community.

From Margarita’s elaborate and generous dinners to the more intimate celebrations of Raquel Denisse and Anel Rodríguez, the diversity of Christmas celebrations reflects the cultural richness and deep-rooted traditions of Ciudad Juárez.

This December 25, border families will gather around their festively decorated tables, sharing not only delicious dishes, but also laughter, stories and the warm spirit of Christmas.
