PROFEPA responds 8 months after animal activists petition for Benito

Through its social networks, the Federal Attorney’s Office for Environmental Protection (PROFEPA) announced that it took preventive measures regarding the welfare of a giraffe «Benito», resident of the parque central in Ciudad Juarez.

However, this comes after eight months of the collectives «Somos Su Voz» and «Salvemos a Benito» denouncing the poor conditions in which this species lives.

«Why do they lie? They have been just as omissive or even worse, even worse. They had since May that we made the first denouncements to demand what Benito now urgently needs and it was not until their fourth inspection, on October 25, that they requested them (…) They even issued communiqués stating that the giraffe and its habitat were fine», declared Roberto Chávez, member of the collective «Salvemos a Benito» (Let’s Save Benito).

He stated that it was not until 72 days later that the federal agency made a pronouncement, which came late, since we are under freezing temperatures in the city, so Benito’s life is at risk in the parque central .

On its Instagram account, PROFEPA published that an administrative procedure is in force, as well as and is in the stage of opening of allegations.

«The administrative procedure continues and is in the stage of opening of allegations, so the inspected has three working days for the formulation of these. Once this time has elapsed, the corresponding draft resolution must be prepared,» reads the publication.

The giraffe Benito arrived in Ciudad Juárez on May 4 of last year, although the conditions of his natural habitat were not totally adequate for him, the state authorities committed to modify them for his well-being.

However, the concern of animal movements intensified once the summer came to this border, as extreme climates exceeded 40 degrees Celsius (110 degrees Fahrenheit), endangering his life.

Now that the winter has intensified, the problem has been the same: the conditions in which the giraffe Benito lives in the parque central not adequate for his well-being, added Chávez.

In this sense, Ana Felix, representative of the animal collective «Somos Su Voz», said that the recent statement from PROFEPA took them by surprise, since they never responded to their requests or complaints.

This, after more than eight months, «Somos Su Voz» has fought tirelessly for Benito’s rights, demanding PROFEPA to report on the animal’s condition, carrying out peaceful demonstrations and collecting signatures.

We never knew what the report was,» said Ana Felix, «We insisted a thousand times that PROFEPA present the report of their visits here to Parque Central, but they never gave us an answer,» she said.

Although the news of Benito’s arrest could be a «ray of light» for the collective, it also has a bitter tone.

«Too late PROFEPA pronounces itself, but hopefully it is for the welfare of the giraffe that is in this park, because really since it arrived, our animal movement Council ‘Somos Su Voz’ has not rested a single day to enforce the rights and the life of this animal,» he added.

Requiere Juárez fiscalización ciudadana: CIMAP

El poder cuestionar a las autoridades en qué se gastan los recursos públicos y cómo es un derecho que tienen todos los ciudadanos, sin embargo, muchos lo desconocen y ha dado pie a que se cometan irregularidades con el dinero del erario público.

Bajo esta premisa, Ciudadanos por una Mejor Administración Pública (CIMAP) busca empoderar a la ciudadanía y, a través de un proyecto, promover la participación ciudadana informada y responsable en los asuntos gubernamentales, dio a conocer Hernán Ortiz Quintana, vocero de la agrupación.  

El también académico señaló que un ejemplo de ello es la construcción de negocios en el Parque Público «El Chamizal», el cual se edificó careciendo de licencia de uso de suelo, licencia de funcionamiento, licencia de construcción, autorización de la Comisión Nacional Bancaria y de Valores, además del dictamen de Protección Civil.

«Es evidente que la administración de la ciudad deja mucho que desear. Lo que queremos promover con este mecanismo de contraloría social y es que trabajando en conjunto sociedad y gobierno podamos sacar adelante a Ciudad Juárez y poder tener un lugar donde haya una vida digna para todos», dijo.

Resaltó la importancia de que los ciudadanos estén habilitados para revisar el uso de los fondos públicos, además de los procesos burocráticos para obras públicas y la contratación de bienes y servicios.

Expuso que el proyecto está enfocado en que más personas se involucren en la fiscalización ciudadana y solicitar al gobierno municipal información sobre la contraloría y el destino de los recursos. 

Explicó que cualquier ciudadano podría dirigirse al gobierno municipal para obtener documentos relacionados con la gestión pública y, en caso de detectar irregularidades, saber cómo proceder con una denuncia.

Este enfoque busca mejorar la transparencia y la rendición de cuentas en la administración de la ciudad.

El también académico hizo hincapié en los diversos problemas urbanos que enfrenta Ciudad Juárez, como la falta de mantenimiento en espacios públicos, baches, insuficiente infraestructura en zonas públicas, y problemas con las telecomunicaciones. 

Además mencionó la venta de drogas en el centro de la ciudad, destacando la necesidad de una administración más eficiente y responsable.

El activista comentó además algunos ejemplos específicos de irregularidades detectadas, como obras iniciadas sin los permisos necesarios, contrataciones irregulares y proyectos mal gestionados, los cuales subrayan la importancia de la vigilancia ciudadana en la gestión pública.

Indicó que este tipo de problemáticas se han dado a conocer por parte de la Auditoría Superior del Estado, así como son situaciones que no deberían estar pasando y es lo que los ciudadanos tienen el derecho de cuestionarle a las autoridades.

Ortiz Quintana señaló que CIMAP busca fomentar una colaboración entre sociedad y gobierno para mejorar la calidad de vida en Ciudad Juárez, por lo que aquellos interesados en participar o aprender más sobre sus derechos de participación ciudadana.

Suman 12 homicidios en lo que va del 2024

Durante esta mañana, los cuerpos de tres hombres fueron localizados en la calle Indio Gerónimo en el cruce con Camino Real, de la colonia Toribio Ortega.

Mientras que el jueves por la noche, otras cinco personas fueron acribilladas en el poblado de San Agustín. En este hecho, dos personas perdieron la vida y tres resultaron lesionadas.

Con el acontecimiento de hoy, son 12 personas asesinadas en lo que va del 2024, de acuerdo con datos del monitoreo de medios realizado por FICOSEC.

Cabe resaltar que este jueves, María Elena Ramos, directora de Compañeros A.C., dio a conocer en rueda de prensa que el número de homicidios dolosos se incrementó en por lo menos un 10 por ciento al concluir el año.

Dijo que adicionalmente, se observó un incremento considerable en los feminicidios, situación que ha generado gran preocupación.

Ramos detalló que, hasta noviembre de 2023, la Fiscalía de la Mujer (FEM) abrió 24 carpetas de investigación relacionadas con feminicidios, mientras que hasta el 28 de diciembre, se contabilizaron 155 mujeres asesinadas.

La activista subrayó la urgencia de abordar esta problemática que impacta profundamente en la sociedad.

Otro punto crítico que abordó fue la violencia perpetrada por las fuerzas policiales de distintos gobiernos hacia los ciudadanos.

Destacó que grupo Compañeros A.C. continúa recibiendo testimonios de personas afectadas por la violencia policial, especialmente en el ámbito de la seguridad pública municipal.

En cuanto a las víctimas de abusos, Ramos enfatizó la importancia de promover la denuncia de estos hechos, aunque el temor es a menudo una barrera significativa que impide a las víctimas reportar estos incidentes.

The activist also commented on some specific examples of irregularities detected, such as works initiated without the necessary permits, irregular contracting and mismanaged projects, which underscore the importance of citizen oversight in public management.

He indicated that these types of problems have been made known by the State Superior Audit Office, as well as situations that should not be happening and are what citizens have the right to question the authorities about.

Ramos detailed that, up to November 2023, the Women’s Prosecutor’s Office (FEM) opened 24 investigation files related to femicides, while up to December 28, 155 women had been murdered.
