Más de 4 mil menores migrantes «pasaron» por albergues estatales

Un total de 4 mil 141 niñas, niños y adolescentes (NNA) migrantes no acompañados han residido en albergues estatales del DIF en el estado de Chihuahua.

Los menores son procedentes principalmente de países como Honduras, Nicaragua, República Dominicana, Guatemala, El Salvador, Ecuador, Brasil, Cuba, Haití y México, llegan al estado en busca de un refugio seguro, informaron autoridades estatales en un boletín de prensa.

En el documento se indicó que, desde a la fecha, la Casa del Menor Migrante y el Centro de Asistencia Social «Nohemí Álvarez Quillay» han recibido a los imenores migrantes, luego de que se encuentran solos en su travesía y son repatriados a sus lugares de origen por autoridades de Estados Unidos.

Durante su estancia en los albergues, los niños, niñas y adolescentes reciben apoyo psicológico personalizado, charlas psicoemocionales para abordar el duelo migratorio y prevenir el suicidio.

Además se les brinda atención médica, alojamiento y alimentación de calidad, así como participan en actividades educativas, recreativas y ocupacionales, para pasar el tiempo de manera más positiva, dado que su estancia promedio es de hasta 3 meses, en tanto se resuelve su situación migratoria.

También que la Procuraduría de Protección de Niñas, Niños y Adolescentes se encarga de implementar mecanismos jurídicos para garantizar la protección y restitución de los derechos de estos menores en situación de movilidad, así como se emiten medidas de protección correspondientes.

Las medidas de protección incluyen solicitudes de refugio, regularización por razones humanitarias, reunificación familiar en México, reunificación familiar en un tercer país, y, en casos adecuados, el retorno asistido a su país de origen.

En el caso de los NNA migrantes de nacionalidad mexicana identificados como repatriados, se trabaja en colaboración con las procuradurías estatales de protección a menores para procesar reunificaciones familiares y proporcionarles un seguimiento adecuado.

Municipality to disperse migrant camps from «dangerous areas»

Héctor Rafael Ortiz Orpinel, Secretary of the City Council, explained that personnel from the Civil Protection and Human Rights Directorate have launched permanent tours in different areas of the city, with a particular focus on the downtown area.

He said that these tours seek to address the growing presence of encampments of people in mobility in abandoned or decaying facilities, which represent a significant danger to those who occupy them.

He recalled that as on previous occasions, the Deluxe hotel, located in the downtown area of the city, was evicted because it did not comply with civil protection measures for the inhabitants of this space, mostly migrants.

On that occasion, the hotel was evacuated due to the lack of safety measures in the building, mainly because it represented a potential fire risk. In addition, the building did not have emergency exits.

The official stated that municipal authorities have identified that these camps are often located in abandoned buildings, some of which are considered completely unsafe.

As well as the main concern is the risk of fire or collapse due to the precarious conditions of these constructions.

He pointed out that during these operations they seek to animate those who occupy these camps about the dangers to which they are exposed, so they have invited them on several occasions to take refuge in official shelters, either the municipal Kiki Romero or the federal Leona Vicario.

«We understand that these people need a place to sleep and meet their basic needs, but we also invite them to consider going to the government shelters, such as the “Kiki Romero” and “Leona Vicario”. These shelters offer not only food, but also a constant point of support,» he stated.

He explained that in the case of these shelters they are not «open», that is, once a person enters, they are expected to remain in place. However, they are assured that they will have access to the necessary services and assistance they require.

This is due to the massive arrival of migrants to Ciudad Juarez, which has made the presence of camps in dangerous areas a new challenge to address irregular migration.

In view of this situation, it is worth remembering that last Monday, Mayor Cruz Perez Cuellar announced in a press conference that next Monday, October 9, a temporary shelter will be opened in the southeast area, which will have a space for 300 people.

During their stay in the shelters, the children and adolescents receive personalized psychological support, psycho-emotional talks to deal with migratory grief and prevent suicide.

They are also provided with medical care, quality housing and food, as well as participate in educational, recreational and occupational activities, in order to spend their time in a more positive way, given that their average stay is up to 3 months, while their immigration status is being resolved.

Also, the Office of the Attorney General for the Protection of Children and Adolescents is in charge of implementing legal mechanisms to guarantee the protection and restitution of the rights of these minors in a situation of mobility, as well as issuing the corresponding protection measures.

Protection measures include requests for refuge, regularization for humanitarian reasons, family reunification in Mexico, family reunification in a third country, and, in appropriate cases, assisted return to their country of origin.

In the case of migrant children and adolescents of Mexican nationality identified as repatriated, we work in collaboration with state child protection offices to process family reunifications and provide them with appropriate follow-up.

Se manifiestan vecinos del Suroriente vs albergue migrante

Tras el anuncio del presidente municipal de colocar un albergue migrante de manera provisional en la zona del Suroriente, vecinos del sector se proclamaron en contra durante la noche del miércoles, en donde manifestaron su inconformidad al respecto.

El grupo de vecinos expresó su preocupación ante la propuesta de establecer un albergue para migrantes en esa zona, ya que los residentes argumentan que el terreno propuesto para el refugio es pequeño, así como temen por la seguridad del sector.

La señora María de los Ángeles Macías, vecina del Hacienda de las Torres, indicó que existen terrenos más grandes en la ciudad que podrían albergar a un mayor número de personas sin afectar la convivencia en la zona.

«Este terreno está muy chiquito. Este terreno es área verde y ya lo agarraron para los inmigrantes. No queremos a los inmigrantes aquí porque sabemos de antemano que mire… que ya no vamos a tener seguridad. Nosotros necesitamos la seguridad de nosotros, por nuestras casas, por nuestros hijos, por nuestras señoritas, por todo», dijo.

El tema ha generado un debate entre quienes ven la necesidad de brindar apoyo a las personas en situación de migración y aquellos que temen por la seguridad de la comunidad local.

Temen que la presencia de un albergue para inmigrantes en su área pueda comprometer su bienestar y el de sus familias.

Aseguran que no se les ha consultado ni se ha considerado su opinión en este asunto y exigen que se garantice su seguridad antes de tomar una decisión definitiva.

Aunque también indicaron que no están en contra de la llegada de las personas en movilidad a la ciudad, sino que desean que se aborde la situación de manera que se proteja la seguridad y tranquilidad de la comunidad local.

Por lo anterior, hicieron un llamado al presidente municipal para que escuche sus preocupaciones y las de todo el fraccionamiento, con el fin de que busque una solución que beneficie a ambas partes.

En este lugar se busca colocar el albergue para migrantes

Al respecto, este jueves, el alcalde, Cruz Pérez Cuéllar, declaró que autoridades municipales buscan dialogar con los vecinos de aquel sitio, tratando de mostrarles el proyecto, pero en caso de que no lo acepten, se respetará su voluntad y optarán por otro lugar para colocar el albergue.

Asimismo, en medio de la crisis por el cierre comercial del puente internacional Córdoba-Américas, que aun continúa estrangulando las exportaciones a raíz del problema migratorio, consideró que Ciudad Juárez es víctima de las decisiones del gobernador de Texas, Greg Abbott.

Mrs. María de los Ángeles Macías, a neighbor of Hacienda de las Torres, indicated that there are larger lots in the city that could house a larger number of people without affecting the coexistence in the area.

«This land is too small. This land is green area and they already grabbed it for the migrants. We don’t want the migrants here because we know beforehand that look… we are not going to have security. We need security for us, for our homes, for our children, for our girls, for everything», she said.

The issue has generated a debate between those who see the need to support people in migration situations and those who fear for the safety of the local community.

They fear that the presence of a migrant shelter in their area could compromise their well-being and that of their families.

And claim that they have not been consulted or had their opinion considered in this matter and demand that their safety be guaranteed before a final decision is made.

Although they also indicated that they are not against the arrival of people on the move to the city, they want the situation to be addressed in a way that protects the safety and tranquility of the local community.

Therefore, they called on the municipal president to listen to their concerns and those of the entire subdivision, in order to seek a solution that benefits both parties.
